Jessica Cooper, MS, FACHE

Executive Director, Good Shepherd Penn Partners


Jessica Cooper, MS, FACHE, leads day-to-day operations and strategy for Good Shepherd Penn Partners, a joint venture between Good Shepherd Rehabilitation and Penn Medicine that provides rehabilitation and specialty services in the greater Philadelphia area and New Jersey.

Prior to the Executive Director role, Jessica served as Chief Administrative Officer for Penn Medicine’s Neuroscience service line. During her tenure, the service line sustained annual top honor roll ranking by U.S. News & World Report and improved key performance metrics for quality, cost, patient experience and provider engagement. Before Penn Medicine in 2014, Jessica served as the Executive Director of the Sandra and Malcolm Berman Brain & Spine Institute at LifeBridge Health System in Baltimore. Prior to that role, she served as Manager for Planning and Business Development at Sinai Hospital in Baltimore. She previously held other administrative positions at the University of Maryland.

Jessica earned a master’s degree in health science administration from Towson University, and a bachelor’s double-major degree in commerce, marketing and management from the University of Virginia. She is a certified Fellow of the American College of Healthcare Executives.
